Why do Republicans claim to be about smaller government?

Funny that when Democrats had control of the Congress for over 40 years they never had a surplus until Newt Gingrich was elected Speaker. The size of government can only be reduced, as everyone knows, with a super-majority because the Senate has blocked any attempt to make a smaller government.
