Insignia LCD TV as computer monitor display sizing?

I'm trying to hook up an HP Elite HPE-137 running Windows 7 to a 47" Insignia TV. However, when I hook it up, the icons ar ein the margins and the windows taskbar is outside of the screen boundaries. There is no auto-hide on, but the far edges of the desktop are cut-off. I'm using an HDMI cable to connect the two together. The Graphics card is an ATI Radeon HD4350 and the most recent drivers for it have been installed. The driver the computer has listed for the monitor display is GenericPhP. Is there any way to correct this or did anyone else have the same problem? Thanks in advance.
